Ok friends, yet another quest for the answers.. I tore my carb completely apart, and I do mean COMPLETLY! I took pictures just in case, but.. My card got corrupted and now I am a bit uncertain. I am supplying pictures. With the carb off the motor, should the Throttle shaft lever be facing towards the back, from tension on the spring, and the throttle plate (butterfly) be closed? Then when you pull the throttle lever a bit forwards then the plate opens up with decent tension? Not tons, but if you let go the plate closes? Any help is much appreciated.

On most carbs, the spring holds the butterfly valve shut.
That way if a linkage fails, the motor will go to idle, not full bore.

        Prepare to be boarded!
