Reading my manual Open fuel valve completely 2 Place speed control in to start position. 3 Turn fuel knob to rich. 4 push primer button 3 or 4 times. 5 Pull starter rope.
I’m going to stick my neck out and say that if it doesn’t start at 1 1/2 turns open, there is something else wrong. Good compression? Good fat blue spark at the plugs? Does the choke work? If you spray a little fuel into the carb, does it run for a few seconds? Does it turn over freely with the spark plugs out? Maybe a little more information will assist.
After reviewing a bunch of past posts it seems that centering the fuel knob at 3/4 of a turn from closed is the answer with the low speed (air shutter screw) set at 4 turns open initially. A weird carb for sure and it leaks when shut off if the fuel knob is not in the off position.
