      wouldn’t there be a leak between the sleave and crank. just asking.

        Yes, although the sleeve fit can be fairly tight.  With some OMC sealant and the usual oily gloop from the running the motor it may be sealed.  I am more concerned with the welding.  Don’t know what the crank material is – nodular iron?  Would that weld ok to plain steel?

          maybe J-B  Weld would be better. I don’t know.

            How about another suggestions   How about finding a seal that will fit directly on the reduced crankshaft diameter?  You could fabricate a press-fit spacer ring of aluminum to go between the seal and crankcase bore, if necessary.

              A Pine Tree member provided me with another 15 HP powerhead and it has the factory ring in the lower seal area.  It is still in place and must be stainless steel as it is still shiny.  I will use that crankshaft and hope the ring remains in place as it has since 1956.  Notice the photo shows the interface between the factory ring and the crankshaft.
