      The manual calls this affair an "Oil Seal".
      Is it really an oil seal to help keep the crankcase
      from sucking air, to keep water out, or all the above?
      There’s also an O-ring in the cup.
      The washer that mates with the power head appears
      to be fiber of some kind. Mine is a little worn, but
      not too bad.
      There’s no upper or lower neoprene seals for the crankcase
      in this model.
      Enlightenment welcomed.

        It is a carbon seal. It more prevents water from entering the powerhead. Well, more the o ring inside it does. Leave it out, and bad things will happen! Eventually.

          It seems like an elaborate affair to keep the water out,
          but I suppose the carbon seal takes "high heat".

            Seemed to do intended job of lower crank and driveshaft seal. Easier to service than a lipped seal pressed or retained by the crankcase halves. Used on the subsequent model 6hp’s too.

              It also keeps the compression/vacuum in the crankcase.
