How and where to install “flow restrictors ” in 1960 Evinrude StarFlite 75 hp water jacket ( heads or block ?? ) during powerhead rebuild .

Not sure I know what you are referring to by “flow restrictors”…. Later models used flow deflectors, they were kind of like solid rubber tubes that fit in the block to help control and direct the flow of water around the cylinders. But, I don’t think your engine uses them…
Perhaps you can post a picture or point them out in this diagram:

Confusion comes from ref. in Clymer shop manual ( see attachment ) which shows general location (fig.49) and V4 restrictor location(??? ) and water circulation . Text on this page warns against over heating without these which was reason for rebuild . # 4 cylinder over heated ( only one that burned away paint ) and blew the spark plug out . Ran it home on 3 after letting it cool down . Pulled head , piston/cylinder fine . No sign of restrictors (?!?!)

Thanks for the input ! Looks like I’ll have to look elsewhere for my overheat issue . Odd it is only #4 cylinder area . Obviously some kind of obstruction . Compression over 100 on all four within 10 to 14 variance .
              Thanks again !
