      So I noticed the rattle coming from near the carb. The Lean plate housing (sorry don’t know what its actually called) was loose. I opened it up and found 2 of 3 screws loose. I put it back together and SHE didn’t start.
      Any insight on how to adjust the cover?
      Does the spring need to be loaded?
      What about the tick marks on the cover and housing – how should they be aligned?
      And, the lean screw in the front – should it be tightened down then back off?

        Yes, the hook on the end of the bi-metal spring engages the tab on the choke shaft. Then rotate it till the choke closes lightly at room temperature. That’s just a beginning point–adjust one way or the other as necessary for good warm-up performance. Just get it as good as you reasonably can, it ain’t rocket science.
