1966 Mercury merc 200 Gearcase stuck

Hello I have a Mercury merc 200 and the gearcase seems to not want to drop, all 3 bolts were removed and it doesn’t want to drop. Is there anything I am missing? What else could be causing it to stick and what could I do to get it down?

shift shaft coupling is frozen or the driveshaft is frozen. 1914310 7086 Dave.
pull the power head that will tell you if the drive shaft is free

I had a heck of a time dropping a 200 case one time….wish you luck!
