      I was wondering what the metal shaving were from. I worked on a friends 1992 Evin 8 hp. The throttle linkage is different somehow. Had to mess around with it to get it to idle correctly and go to full throttle.
      There is some kind of design issue involved. I would have to get out my Manual or look at the motor again to remember exactly the issue is.
      It is a tough little motor, I rescued it from the bottom of Puget Sound,2 days underwater. I got lucky and saved it.

        OK, the third picture is of a different engine, got it…
        Had another look at your second picture and noticed that the roller appeared to be at the end of the throttle cam….So, my first bit of advice was wrong, especially if you didn’t unthread that plastic collar…I guess what I am saying is that based on your picture, which may be deceiving, it would appear as though the throttle cable is pushing the mag plate to its fullest advance position. Needless to say, you can simply pull the anchor bolt back out of the plastic collar, then attempt to advance the mag plate past where it is in your picture…It just seems like the roller will fall off the end of the cam if the mag plate is advance any further.
        I would pull off the plastic air box assembly and have another look at the carb/roller linkage. It doesn’t seem possible to have assembled that incorrectly, perhaps the plastic roller piece is cracked/damaged causing incomplete opening of the carb butterfly. Did the little cam pick up screw/adjustment fall out of the plastic roller piece? If so, this might explain why the butterfly isn’t opening fully. Is the plastic throttle cam (mounted to the mag plate) somehow broken, perhaps the rivets have come loose on the mag plate retainer causing it not to engage the throttle cam roller properly…

          I’m not sure if this is the only problem but the mag plate retainer rivets are loose. I don’t think this is the only problem though.

            Well, if the rivets are loose that secure the throttle cam, this will definitely affect the cam’s ability to open the carb fully….Try to re-rivet the throttle cam in place and we will go from there….
