OK, well the rewind starter must be moved out of the way in order to get at the carburetor mounting nuts..
You can remove the starter without pulling it all apart but you need to be very careful.. Find a 3/8″ wingnut first, and safety glasses. Now carefully back out the thru bolt that holds the starter in place. Back it out only far enough to release the starter from the intake manifold, do not pull that bolt out of the starter. Keep in mind there is a washer between the bottom shoulder of that bolt and the rewind “cup” housing, you don’t want that getting out of position either. You can carefully pull the rewind out of the way, that little red interlock arm will have to slide out of the rewind cup/arm. Now, perhaps with an assistant, push the starter bolt back down into the housing and thread that wing nut on completely to keep everything in place, do not cut the starter rope. Just lay the rewind assembly out of the way so you can get at the carburetor mounting nut(s).
