This is a small enough thing, but on these the low speed needle is rotated by two bellcranks and a link, from the outer of two concentric knobs. If the knob is turned fully CW it can get overcenter, or at least in line, and can’t be turned back without removing the hood. I don’t see anything bent, broken, or out of adjustment. Is this just the nature of the beast, or have I don’t something wrong?
I disconnect the linkage at the needle, and adjust the needle in the test tank, then center the knob and reconnect. Adjust on the boat, reset if its too off center. If you stay somewhat consistent with the mix, you shouldn’t need to reset it again. Just a tweak now and then should be fine.

Yes, the late 50s, early 60s models that used this linkage are a pain…Oftentimes you have to remove the knob on the needle and center it again a few times before you can dial in the adjustment..I guess it is easier to try to adjust the needle with the cover off and the arm removed first, then center it for any fine tuning…
