Fleetwin, the new coils I put in came without screws.  Cheap aftermarket coils which I thought were the culprit.  Putting in the original coils provided the same result with the same screws that were good prior to tearing down the motor.  I am tending to believe the brass ring is out of true.

The trick that some folks use is to ding the brass ring in a few places with a center punch.  Look for punch marks.

OK, I think I read that the mag plate rotated freely before you disassembled it, and you did not “dimple” the brass retaining ring.  You say that the same screws came out that went back in.  The mag plate binds with the screws tight, but is free when the screws are loosened slightly.  Like I say, some of those coil retaining screws go through the mag plate right on top of the brass ring.  If the screws are slightly too long, they will actually contact the brass ring when tightened.  I know you say the same screws were used so this shouldn’t be an issue.  I suppose you could pull the mag plate off, then tighten the four coil retaining screws that don’t thread into the retainer, then look to see if they protrude below the bottom of the mag plate.  Oftentimes, there are washers under the screws, might you have left those out?

Perhaps those 2 short screws were not tight when originally removed due to this problem.

I found the culprit. There is a slight burr on top of the brass ring that was enough to bind the mag plate. I took some emery cloth to it and the binding improved but is still there. I’ll work some more on it today. For such a small burr in the metal I never would of guessed it to have been the problem. I’m not sure if I burred the brass ring or as stated by Harry was an existing issue. All I know now is that there is little to no tolerance between the mag plate and the brass ring.  Thank you all for your input. I want to get this motor started so I can put it up for sale. Again thanks.
