I have no gas tank on the Centenarian Caille yet,
but I remembered this motor has a primer cup,
      so I thought “why not”.
It made the first, but brief signs of life in near
60 or more years, since my uncle got in the 1960’s.
I had to put more gas in the primer cup than I would
have thought needed, before I got any action,
but it’s showing great promise anyway.

Question – What’s the proper fuel / oil ratio on this oldie?

Where the arrow on the tape is (on the flywheel), indicates
TDC. To get spark at TDC, the timer is in the traditional
      position as OMC magnetos.
      Q. – Would this be the proper position for the timer for starting
per the Caille operation manual, which I’ don’t know if ti exist?

While problematic with a rope start pulley, were these Caille Neptunes
      designed to run in reverse?

Tubs, that’s a good idea, especially if you don’t have a primer cup.
