That carburetor picks up the idle fuel by the idle tube running down into the high speed nozzle. The idle needle valve adjusts the air mixed with it. So, the mix is (theoretically) fully rich with the valve screwed all the way in. Note that the high speed needle valve must be unscrewed before the float bowl is removed to prevent bending the needle valve. If the idle pick up tube is plugged, it won’t idle. I believe primary adjustment is ½ to ¾ of a turn on both.
