Not necessarily the carb…..If the reeds/check valves are messed up, the crankcase will draw the fuel in, but won’t transfer it to the cylinders due to the loss of crankcase pressure/sealing….
Remove the carb/or just slide it back on its studs, leave the fuel line on, then pump up the fuel tank primer button….You will see fuel coming out of one side or the other if the carb is messed up…If the carb does not appear to be flooding, then I would remove the intake manifold and have a look at the reeds/rubber check valves…..

Is the gasket on the brass pickup in the center of the carb on and the correct size.

I remembering puting it on. Size I’m not sure. This carb had a needle and seat with no spring. New one had a spring and groove for the spring. Could that possibly be messing things up?

This is the 302984 nozzle gasket Dave is referring to.

Ok, so pulled the carb back pumped the tank up no gas anywhere leaking. Loosened the gas tank and had past.

OK, so it doesn’t seem like the carb is flooding then… You can check the nozzle gasket, but my nickel is that something on the reed plate is messed up….
