That is a decal that I have never seen before. Your serial number definitely makes the motor a 1946 model, and the two piece cast tank makes it an earlier TD model.
The usual decal has all block lettering as in the style of the word ‘Johnson’ on your decal. The words ‘Sea Horse’ would be in the same style. Your decal looks similar, but not exactly like a 1949 TD-20, with the cursive lower writing.
Here is a restored 1947 TD-20 minus the lower cowl.

November 23, 2016 at 12:03 am #47851It is an odd decal & I have never seen it as well.
My wife & daughter found it @ a garage sale & scored it for a $20.00 bill. A surprise for my birthday this past August 😀
I did squirt a bit of fuel in the cylinders & it fired for a few seconds.November 23, 2016 at 12:25 am #47855The two piece cast tanks are less common and are almost impossible to dent. You got your moneys worth with the tank alone. It looks as though your motor has the original bakelite fuel cap. They are delicate, but a nice original touch. Carefully clean up and oil the cap threads and the vent threads.

November 23, 2016 at 1:36 am #47864I vaguely recall watching a video or reading some literature that specified the Johnson motors with the cursive writing on decals were for export to other countries around the world and the ones with only block lettering were for America only…
I’ve never seen a decal on any of the smaller post-war Johnsons that didn’t have a red background though.
Not 100% sure on that one…
The attached picture is from Greg Jones’ blog.
