      The challenge is getting the top nut off the starter.
      The reason I would like to take the nut off is that the pinion gear will not go down once it goes up.
      I would like to take it apart a clean everything.
      The starter is on the bench.
      Any tricks to hold the shaft while I turn the nut?

        Try grabbing the gear with a large pair of water pump pliers while using an impact to rattle the nut off. It will go.

          Yep, a pair of Channellock pliers will hold it. But why bother? Don’t expect the pinion to fall by itself. The flywheel trying to turn the starter as soon as the engine starts is what normally kicks the pinion down. Unless it is really rusted and crudded up, which yours does not appear to be. A squirt of WD-40 on it may ease your mind.

            Having (had) the exact same problem. The nuts are locking. Mine had two dimples, made with a small punch, holding it in place. Yours is another kind, where the top part is smaller than the bottom. those “teeth” are pinched in to grab the threads. I followed the advice above and stopped trying to remove it. But, the geer should return to its position on its own (with the help of that spring, 203562).

              Yes, the spring does add a bit of downward force, but it’s real function is to keep it from dancing around and rattling when the motor is running.
