I had to find out why you were measuring 13/16″ when my seal fit and it was 3/4″! I took apart a second Elgin that I have and it all came back to me: If you look at the picture, there is a machined step in the bearing carrier. The OEM “seal” is actually two pieces: The inner, rubber part which is about 3/4″ and the outer metal piece, which is a flat ring, best described as a Welch plug with a big hole. That is what you see as being 13/16″ diameter. The ring held the rubber in, which I think was a quad ring. The new lip seal that I have, presses right into the location where the rubber ring was. I chose to tap the flat ring (looks like a flat washer) back into place over my seal, because it seemed like a bit of extra protection.
