Frank, I was digging a little further and still haven’t determined the exact year of my Elgin.
And while it sure looks like something Scott made, the data on Discount Marine is pointing toward
it being West Bend made, Not Scott McCulloch.McCulloch did not appear to made a 3.5 hp in the year range my motor is likely to be.
In some years, Sears sold Elgin’s sold by both manufacturers.
My Elgin definitely has a 3.5 hp on the decal.Interesting that the Discount Marine data does not show that West Bend
sold any 3.5 or 3.6 hp engines under their own moniker in the years in question.I’m surprised they were still using wobbler water pump rotors circa 1960.

Phil, good catch!
Only numbers I have on the data plate, visible, and stamped,
are 0 3928.
I presume that’s the serial number.
If a serial number database exist, that might help.Prepare to be boarded!

Interesting, I cleaned up the carb this morning, and found a “159” on it.
At the time, I had no idea if was a Tillotson, Carter, or other, but
I had a new Carter N bowl gasket (for a Martin) that fit my carb perfect,
but when I just searched the Net for 159 carburetor, I found this post,
with the gentleman having the same carb, saying it was from a 1964 model,
and that the carb is a Walbro.
Ergo, my Elgin may be a Scott Made 1964 model.https://www.aomci.org/forums/topic/elgin-3-5hp-outboard/

March 21, 2021 at 12:45 pm #234504The transom clamps and that handle below the cylinder head sure look like Scott.
DaveMarch 22, 2021 at 6:31 pm #234639The Elgin is / was “Back among the Living”.
Something is “funky” with the carb float and / or needle.
The float was hanging up, hence the float needle not seating.
I did a “blow test” after I cleaned the carb (with the bowl off)
and the needle seated perfect when the carb was inverted.
The “stop” tang on the float may be rubbing on the carb bowl.
When it’s bent in a little, it doesn’t allow enough movement
for the float to open the needle.
I’m suspicious that it may have the wrong needle.
Also, after I put the carb together, I noticed a little spring laying
on the workbench. I thought perhaps its from the carb needle, so
I took the bowl back off. The float needle doesn’t not have the groove
in the top for a spring to attach like some, and it’s not that type of
spring anyhow.
A fuzzy online parts diagram suggest the needle is vitron / rubber
tipped, and appears to show a spring for the needle.
I had several old needles, rubber and steel tipped, but of course they’re
a smaller diameter.
Back to the drawing board.
In the video, the motor is running “loaded up” with the gas tank petcock
shut off. It finally picks up to normal rpms just before it runs out of gas.At least I know it’s going to run, and it’s pumping water good!

March 22, 2021 at 9:47 pm #234661I was just looking on Ebay, and I see a Walbro carb kit for the LMG versions,
which my Elgin has. Lo and behold, they show a spring like I found loose
on my work bench. The needle they show is different than mine.
I still can’t imagine how the spring they show attaches to anything.
Is it for the float needle?Prepare to be boarded!
March 22, 2021 at 9:55 pm #234664Found another kit, this one a better photo. It shows the same mystery spring,
but shows the float needle with a wire clip already attached.
If the needle in the kit already has a clip on it, what’s the spring for?The needle in mine has no groove for any clip or spring to attach.
Pretty sure some on played switchero on the float needle.Prepare to be boarded!
March 22, 2021 at 9:58 pm #234667March 22, 2021 at 11:53 pm #234676That spring goes around the float pin and between the float pin flanges. If memory serves me correctly smaller Chryslers used this float setup. It’s hard for me to explain how the spring fits in but I believe it puts pressure on the float to keep the needle from sticking closed. Every time I do one of these carbs this spring is the thing that takes me the most time to reinstall because it’s not a normal system. Someone else probably can explain it much better than me.
