According to this page, the Scott made Elgin number 574 was used from 59 to 69. Yours looks about 1960 o me. Hopefully someone can pin it down closer.

1961. For a while in the ’60s, McCulloch used the first two numbers as year identifier. 61=model year, 6=Sears (Elgin),003=hp,1=manual start, 0=production run, meaning ‘first’.
Can’t read the 574.xxxx numbers in the picture but here are the possibilities from discuntmarine.
