I am assuming you are still using the pressure tank system, correct?
Tell us a little more about this engine…Did you just get it? Did it ever run right/not rich with the high speed needle set out closer to 3/4 turn out? What prompted you to rebuild the carb?
I guess I would pull the bowl off again, then thread the high speed needle in to its seated position and have a close look, perhaps the threads are messed up and it is not really seating. It surely is possible that the carb rebuild parts are defective causing a slight flooding condition…But, I would think this would affect idle as well…Does the engine idle OK at somewhat normal low speed needle settings? The only other thing I can come up with is that the nozzle casting in the carb bowl is somehow flawed/cracked/porous. Did the bowl get accidentally dropped during the rebuild? Have a real close look at the nozzle casting. Do you have any more of this style carbs laying around, perhaps you can try another bowl/needle combination, using your original carb body. But, I suppose the carb body could be defective/damaged in the nozzle area as well…March 29, 2021 at 6:00 pm #235252No I have had motor for 2years it always ran good but did not idle very well so I decided to rebuild carb to see if that would help and yes that did help ladles pretty good still using old pressure tank cleaned very good added inline filter , high speed meddle is fully seated threads and needle very good condition, no bowl was not dropped float set correctly new float needle I bought factory rebuild kit so I am sure it’s good you know if I run at 16/1 will that not make it run even more rich from what I read on line everyone says to run 24/1 that’s what the factory recommended when it was new and oil today is much much better. Anything else you can think of.

March 30, 2021 at 6:16 am #235264Hold the carb upside-down so the float valve is shut and see if you can blow into the gas line – you should not be able to.
DaveThis is a good diagnostic check to find out if the float is articulating properly, and also to find out if the float needle and seat are working properly. Has this been done?

March 30, 2021 at 10:23 am #235280The factory recommendation for the 1956 Johnson CD-13 5.5 Hp is 1/2 Pint of oil to 1 Gallon of gasoline. This amounts to a 16:1 mix.

OK, well it’s it your outboard, but I would disregard the 24:1 advice…16:1 was the factory recommendation and what should be used today, regardless of “today’s improved oils”….
So, the engine ran OK/not rich at high speeds before you rebuilt it, correct? I realize you used a new OEM kit, but it seems like there is something wrong/leaking somewhat…Perhaps the inlet needle/seat/float is defective…But again, I would think the engine would run too rich at idle as well, but who knows. Doesn’t seem likely that the pressure tank is developing too much pressure over riding the float, but suppose that is possible. I guess you could try loosening the cap/relieving the pressure while the engine is running poorly to see if it cleans up/goes lean.
As far as the high speed needle seating properly, I thought of one more test to confirm this: Remove the bowl and seat the high speed needle into the nozzle. Now, with an eye dropper or syringe, squirt a little fuel down inside the high speed nozzle. The fuel should not leak out of the nozzle into the bowl…. The only other issue could be that for some reason, the nozzle gasket is not sealing properly, have a close look at the sealing surfaces…
Post some pictures if you can….April 2, 2021 at 7:46 am #235421Is it possible the two bowl vents are clogged or partially clogged?
Would cause fuel to overflow the bowl and get sucked into the engine. -
