Evinrude Lark throttle/shifter control

Would like information as to setting up throttle/shifter control. Only able to get half throttle unless throttle on motor is used. Video? Diagram?

Core wire in throttle cable broken and reattached?

This is when the motor is in forward, correct? Also, the control box lever might not have been put back in correctly the last time it was taken apart. The gears on the cable and lever should mesh evenly in the middle of their range with the handle up.
