Is there a trick to removing the pads off an old Evinrude RBM transom clamp screw? I need to replace a broken one but don’t want to break the ears off snapping it on/off. Any guidance is appreciated.

Yes…. place an open end wrench, about 3/4 should do, between the pad and the transom bracket. Then back the transom screw out and it will “pop” off of the screw.
