          If you have access to a baking soda blaster, those work really well and are very safe on the underlying material.  Won’t touch the metal, will even leave the patina on brass, but will take off every bit of crud.  Been using one for antique restoration for years.  If you get the pressure and grit right (Yeah, there’s actually different grits of baking soda), you can take one layer of paint off the top of another.
