HA carb primer

Does this sleeve have to be removed to access washers etc.Some one had dismantled and re-assembled this carb and some pieces are missing.Parts list and instructions list a sleeve but I’m not sure this is the one.

Yup, that’s the infamous brass sleeve which has to be removed.
