i just put in new pump on a hd 25 and still will not pump,,, i’ve noticed some replaced the gromet on end of watertube,, dose the lower unit have to be disasembled to install this and the plate that pump sets against does the pin that drives the eccentric pull out or does it unscrew,,,,thank you for any advise,,,,,

The cooling issue may well be a degraded water tube grommet/seal. The opening on the grommet is very small, and an old grommet can even swell blocking off the cooling water.

Most of the time, the grommet can be replaced without loosening the gearcase screws, but not always.

The pin that drives the eccentric, is just pressed in and usually easy to remove.

If you can blow air through the tube, check that. I just went through a HD26 and the water jacket was plugged. Worth a quick check if you hadn’t already.
