      I have had several RD-17 motors.
      This is the first time I saw the little piece of cork used along with the exhaust housing gasket.
      Then I remembered that in every block gasket set there is a piece of cork.
      Do you think its goes where I put it?

          Makes sense to me.  But I don’t know the history or why they designed it that way.
