      Hello,
      I recently picked up a 1970 Evinrude 1.5 hp Mate model 1002R. I was just wondering what the carb settings should be. TIA

        The high speed needle (lower one) is initially set by turning it 3/4 turn out from gently seated
        The low speed needle (upper one) is initially set by turning it 1.5 turns out from gently seated

            Those settings are like a universal starting point for all outboards and small 4 cycle engines and that is probably because more of them used Tillotson carbs than not.
