      Thanks Lloyd ! So here is what I did . Took tank and lines off . Cleaned the tank out . Actually fairly clean .
      took top carb cover off upper needle , primer pump . Cleaned all out as best I could with carb cleaner . Blew it out a little being careful . I did not take the float out . It looked pretty good really .. carb back together . The primer pump was working now . It wasn’t before just seemed stuck .
      It does leak when you pump it . I guess that’s where the leather seals come in but I didn’t see any seals ? Are they in the bottom of the carb ?

      The coil if I tested correctly was in that range .. It does need need new plug wires but they were good enough to give decent looking spark . The condenser jumped then zeroed out so thinking that was functional. Was using my digital meter . Couldn’t find my analog meter . Cleaned the points .
      It was getting spark ..

      Put some fuel in 16/1 that I had .. Put some grease in the  gear case . It was leaking out at the joint where the case connects together .
      Put in the tank . 3/4 turn on both needles . Primed then pulled a few times . Primed again and it fired up and ran for about 4 seconds . After that only burp or two of life .. So took plugs out to look for fuel but found water instead in the lower cylinder. Checked compression.. 60 on the top and 50 on the bottom .
      So how is the water getting in ? Where do I go from here ? Is this a difficult fix ?

        Clean and check the one way fuel valve that carries fuel to the low speed orifice. Primer gets it started, but one way valve must function to keep it running or fuel will run back down into the float bowl.   More info at:  pochefamily.org/outboard

          Thanks Lloyd , I will check out that sight .. Any clue how the water is getting into the cylinders? A gasket or a shaft seal ?
          Also does this have a rubber impeller or metal ?

            Water in the cylinders. Head gasket maybe?  I can’t remember which impeller it uses. Probably small wobbler but not sure.
