Of course the lever on the By pass port operates through a 45 degree range. In the run position it is wide open, in start it closes the bypass so the full charge goes to the starboard cylinder. At the same time it depresses the compression release making the outboard easier to crank. I have never worked on one but feel the handle should move 22.5 degrees on either side of pointing straight out from the cylinder. With this assumption it should engage the compression release valve at a little over 20 degrees to the port side. If you have one of those long goose neck cameras that fit through the spark plug hole, you may be able to check on the bypass opening with the piston at bottom dead center. . . ❓
