I’m working on a QD-14 that most likely hadn’t run in ages, had cracked coils, etc.
This is the first QD with the twist grip throttle.

With the mag plate retaining ring "flat side" up,
and when I barely tighten up the mag plate "hold down" screws, it will bind the
mag plate so it won’t turn.
If I have the retaining ring "tapered side" up, the mag plate is way to loose
      and wobbles up and down.
There was no friction washer between the "support" and retaining ring,
nor is there one shown in the parts manual.
The "support" that bolts to the top of the power head appears to have
no damage, bends, or dimpling in it.

What am I missing? Ready to pull my hair out, but don’t have much. 🙁
      Thanks for your ideas!

        Bucc,
It sounds like the screws that are holding the mag plate to the retaining ring are just a little too long. There should be a split lock washer under the short screws that pass thru near the points. I have had to use flat or toothed washers under the long ones that pass thru the coil laminations before too. In fact, I picked up a QD-13 at Tomahawk that I had to do this to so the mag plate would turn. This may be the only thing causing your bind.

Did the mag plate rotate OK before you started working on it??

Mystery solved! One of the point set "hold down screws" was
chewed up so I replaced it. It was about .005 too long and
protruded through and hit right on the retaining ring. Not
readily noticeable if you’re too poor to pay attention!
Put it together for the tenth time and works nice now, lol.
When I took it apart the twist grip was missing, so I
wasn’t sure "if"it worked previously. Found a nice
QD grip at Tomahawk, so it may be running in a day or two,
assuming the lower unit doesn’t give me fits!
            Thanks.
