Mercury 110 water pipe ?

I had my power head off of my 110 (9.8) Mercury to replace the tiller handle bracket. On re assembly I notice there was some nylon melted around the water tube. So after investigation I see there a nylon spacer or seal that goes between the power head and water tube can someone tell me where and how this goes ?

Does the water tube come out of the casting If I remove the rubber seal?
