Is this factory or did someone just drill it for a shear pin?

I think it has been drilled.

Does anyone think I could run a shear pin prop with this or just the standard clutch pack propeller.

I think a brass shear pin would be fine and I suspect
you won’t be the first one to do so.

Jason I am surprised our Mercury guy has not popped in on your problem.    Mercury make a sieve that goes over those splines.   You have to use a different propeller and a shear pin.   Sometimes a propeller shaft like your gets real rusty.  Mercury did not always use stainless steal on there drive components.   Be patient Jim will be around soon.
