model 310 Senior Speedter timing

I just ran this motor for the first time- and started it with difficulty. I think the timer is too far advanced. It is hard to bounce the flywheel back enough to fire the timer. This is the current setting. The motor is at TDC with the knob facing you at 6:00. I set the timing lever at 6:00. The timer fires when the knob is about 1-1/2" BTDC. Is there a factory recommendation?

Changing the timer position didn’t work. It wouldn’t even trip.
I have discovered that the timer strap is very worn. I’ll make up a dummy that has adjustable hole centers, and try to dial it in.
