      I am working on rehabbing a pair of TN motors. On the TN 28, the neutral lever work just fine and disengages the prop. However, the TN 27 starts and stays engaged. I had the bottom off, and when I put it back together it looks like the lever to engage the spring is in the correct position per the manual. However, when i ran it today the prop was still engaged with the lever out.

      Could there be something with the spring on the driveshaft that perhaps the lever is not hitting it? I could adjust the cable to pull the lever past perpendicular with the shaft, but it appeared in the picture that the lever should be relatively parallel to the bushing that is just above the lever.

      Let me know your thoughts and if you have seen this issue. It works fine without neutral, but I would like to fix it if I can.

        There is a tab on the top end of the clutch spring. The lever interferes with that tab as it rotates, unwinding the spring to release it. So, the tab may be broken off. Either that or the lever isn’t in a position to grab it.

        Forgive me for saying this, but you do know it has to be running or at least rotating for neutral to happen, right?

          I do know that it needs to be running. I will check the spring a little closer to see if the tab was broken off. If it is broken, can we still source replacement springs?

            One of the most popular motors ever built. There shouldn’t be any problem finding a clutch spring. Part number 302313.
            Your local Evinrude dealer can probably order one for you. Or put a free want ad on this website’s classified ads forum for a better deal.
