RD19 carborator intake question

I’m not sure what is called, but I have figured out how to mount the intake. My question is, how do I mount the front cover to the intake? Or does it mount to the shroud somehow?
Mine was missing from the motor, these two parts came from a local boat shop. He also had the choke pull for me.
Is this the wrong part for my year?

It is spring loaded by springs that sit the around hi and low speed jets. There are springs, gromets and washers you need. It is pushed forwards and against the cowling when it is installed.
