An Elto Ruddertwin. A quick glance without blowing up the photo (I’m looking at it on my phone) and I’d say G (1926) or later. Missing its tank, flywheel, timer and probably other stuff too.
My G Ruddertwin is one of my all-time favorite outboards. It’s a blast to run, easy to start and super reliable. I think every old outboard nut should have one!

Looks to be a 1924-25 model C 3hp based on some of the feature. Smaller cylinders, single poppet value carb & exhaust cut out.
In my experience the model G would be 1926 4hp have larger cylinders, a dual poppet valve carb with a choke and no exhaust cut out.
