Since I don’t have a handy dandy Merc O Tronic to test caps under load, I use a devoted tester which reads the value of the cap. They may look good on the outside but be complete junk on the inside.
Brand new OMC/BRP caps usually read within +/- 10% of their rating while the Vishay’s are within 5%. I’ve found that caps from those guys who sell the coils which don’t fit properly can read up to almost 40-45% more than they should right out of the bag.

and some used caps which needed replacing. Most of these ones came off running motors and the uF readings were right out of the ball park. The next stop for them is the trash can.
If you don’t have access to a tester, you can probably take them to an electronics repair shop to have them tested for their uF rating. I doubt if they could test them under load though.
