Karl, I’m going to provide a series of you tube videos for you to watch. Yes, they are long and over detailed, but should help rule out some common issues. If, after all is said and done and your ignition is up to snuff, then you can focus on your carburetor.
Not professional videos, but they can help guide you through ignition diagnostics and repair. The motor in the video is a 1968 Johnson 6hp. Your TN28 has the common OMC magneto plate so a lot applies.
Hopefully will give you a visual and help you some.

What compression numbers did you get with the replacement power head???
If you recoated your carburetor float, it may be a bit heavy or not buoyant enough allow the needle to seal well enough to prevent slight flooding effect.

For the float, I’m using the foam type replacement that was mentioned in the Poche carburetor article. My compression numbers with the new power head were 70 and 72. I’ll double check my ignition after watching the videos, and reassemble and try the motor again. I’ll let you all know what I find.
-KarlNovember 14, 2015 at 2:52 pm #27065I remembered that I forgot to update this. I verified that I had a good spark and I got the thing running. I’ve made 2 runs with it on the lake, and it seems to run fine so far. Now I just wish it was June instead of November. That water is getting too cold!
-KarlNovember 15, 2015 at 5:28 pm #27142I’ll second what Frank say’s on the points. The spring installation looks like something is not right there. I will not use Sierra ignition points any longer because of the poor quality. They are so loose and sloppy they won’t stay in adjustment.
Have you checked the compression on your new powerhead? Just a suggestion before you go any further.
