Tillotson AJ8A carburetor is ordinarily found on Kiekhaefer Early K Mode 11 cu in twins Mercury or Wizard brand outboards. All these motors have a cowl covering the carburetor and a choked rod tht extends thru and hole in the cowl. This carburetor chock combination is for a motor that does not have a cowl to permitting access to choke lever. My first guess is some other type of product made by Kiekhaefer. My second guess would be clever native craftsmen at work. The carburetor has a lump on side of float well which I believe means it was made in early production before the die casting was changed to reduce waste of metal. The yellow chromate is like new, seldom the case with carbs on outboards. Chain saw, target drone, generator or ?

Edit; An informed opinion believes the AJ 10A would be too small for a drone, too early for a generator So more than likely from an early chain saw. AJ 10A was only used by Kiekhaefer.
