VE rope plate or VE starter info

I’m trying to get the rope plate off the inside of the starter on a Johnson VE, not sure how to do it I try to puller and it pushed the bolt down instead of pulling the rough plate up. Also does anybody have a manual on how to work for these Owen Dyneto starters?

I have a “Descripton and parts price list Owen-Dyneto Starting and Lightning Equipment used by Johnson Motor Company.
It is about types KB 873 and KB 897
