      I made a similar tool from steering bar material to remove and tighten the tapered Mercury flywheel nut. Some have used a Crescent wrench. . . 😆

        HI Jeff,
        Thank you for the idea. I do have spanner wrench (designed for removing grinder wheels) and I have used my Mapp Gas torch to heat around the impeller housing but the cover won’t budge when I try to turn it. I am able to pull the tool with a lot of force. A former owner used a drift to knock against one of the holes in the cover to get it started so I tried that too but the cover is stuck. Now I am considering cutting it out. who knew?
