Looks like and ELTO Ace with a different flywheel, broken tiller handle, water intake on the cylinder in a different place(or tube got twisted, and a painted gas tank with a different tank screw.

I studied photos of my Ace, and it’s inconclusive, lol.

  I agree with Waunaboat . Ace + parts from other motors. Chance that it will run? I’m guessing O.   

A "Boathouse Repair" is one thats done without having tools or the skills to do it properly.

If the LU is as mismatched as the rest of the motor, it probably has a rudder.
