This little protrusion with a hole through it is on the casting the crankcase sits on and tiller attaches to.See it on Johnson HD & HA models,but have never seen anything attached to it .

Not a omc guy but I would think it is so the bolt tightens tightens the tiller mount.

A place to tie a rope to tether the motor to the boat in case of a clamp failure? Just a guess.

On some models a spring loaded choke pull went there. Ray
I have an Johnson MD-15, ’40, with a spring loaded choke lever that goes through the same spot.
