I’ve always set the points by the gap setting & timing marks. I use a battery & a small light so when the points open or close the light goes off or on to see if it is exactly changing & right on with the timing marks.

throtlle position does not matter since  the points will (should)  always open up when the high spot of the the cam lobe  is reached. the video is explicit

you can use  a  piezo buzzer (stops when points open)   you can use a common bulb and battery (turns off  when the points open) oryou can use a VOM  which will show infinite resistance from the  air gap) when points open.

.020 is the usal setting when done visually on the high point of the cam lobe but what is more critical is to OPEN at TDC causing the spark on the plug.

Are you sure it’s a 1979 motor? They didn’t use a points style magneto. They were equipped with CD ( capacitor discharge) ignition which eliminated the points.

When using the timing tools it does not matter where the throttle is so long as it does NOT move during the process…
