      i noticed lately my starter doesnt feel right when retracting(strange noise)…now it often stops abruptly in different spots when i pull the starter cord..???

        Take it apart and see what the problem is.

          As mentioned, undo the three screws on top holding the starter on and see if anything obvious is wrong. It could be anything from a frayed rope to dried out grease on the rope pulleys centre bolt or main spring. The pawl springs could also be broken or undone and jamming the mechanism.

            does the bolt you referred to require greasing?

              The centre bolt, 300613, also doubles as a bearing for the starter pully, 42-40, so yes, it requires lube of some kind for smooth operation.
