      Is it a blind hole? I stick a paper clip in there and it seems to go no where.

        water drain …most likely

        although it seems a bit large since no oil is draining it goes into the lower cavity and allows any water to drain to prevent freeze cracks

          Drain hole. Look into the top and you will see the cavity. Very often plugged up with sand & debris

              That sand and dirt can get like cement. hard to get out.

                How big is the hole on top?

                  I used a stiff wire in my drill (like a welding rod, if that’s long enough) with
                  the end pounded flat like a screw driver so it would cut thru
                  the “rock like” sand / mud.

                  Prepare to be boarded!

                    yes it is especially if you get a freeze in the winter.
                    use a long thin screw driver and hammer or long drill to get it loose. be care full with the drill and measure as you go for depth.

                      just drop the LU and clean out the crud with a pressure washer or piece of stiff wire and a hose.

                      I cleaned up a small 4hp Merc last year and you would never think so much sand and crud piles up down the LU

                      make certain you see light at the bottom of the LU when looking down in it while using a flashlight outside the drip hole
