These valve things on the carburetor should they both move up and down when I rock the flywheel back and forth because only my right one is moving. However the one that is not moving is not stuck because I can move it with my finger.

I have seen the oil left from running cause them to not move efficiently…If that makes sense…
Remove the mixer, disassemble the entire mixer, clean it and ensure all passageways are clear and clean. Reassemble and install.

I’ve never noticed if one, or both, of the poppet valves lift when rocking the flywheel.  When cleaning, compare the height of the 2 springs. If one is longer than the other, the poppet valve with the least resistance will be the one that lifts. Unless you find something I don’t think you have a problem. Try switching springs and see what happens.

Try squeezing the stretched one tightly between your thumb and index finger and sliding your fingers back and forth a little to see if you can get it back closer to the size of the shorter one. I don’t think it will affect running  much. Might affect priming though. Don’t know. I don’t understand why one would think doing that would be a good idea but its not that uncommon . It was helpful to me to see someone start one so here is a link. This was the first time this one had been started in decades. https://youtu.be/hKX0mZji7aA?si=AfZUsBOi9xgBIfL-
