I wanted to ask some advice on the proper tiller adjustment or how the tiller gears are set. It seems that when adjusting the throttle to fast the carb butterfly is not quiet open fully.
      Any help would be helpful

Simple. The one large tooth on the gear meshes with the one large female tooth space. At the other end at the bevel gears, the first tooth meshes with the first female tooth space.

Do you have the shift in forward gear? it won’t open up in neutral or reverse.

Often royally messed up is the cruise throttle rod on the side of the powerhead. It must be set according to the book, not by “that looks good”.
