      Is there anything missing on the starter, the rope won’t rewind all the way.

        No, nothing missing, that plastic housing is set up to use the throttle advance starter lock out, but perhaps that engine was manufactured before the interlocks were mandated, or someone may just have removed those pieces. Nonetheless, the interlock/lock out pieces have nothing to do with the starter failing to rewind. Is this a condition that has suddenly occurred, or did you just buy the engine? You can certainly try to thread the rope around the pulley a few more times, but you will need to remove the rope from the rewind handle to do this.

          Lockout is missing, but as said that is not the cause of failure to rewind. The spring may be trashed from backlashing or over preload, or it simply may not be wound enough. Correct way to wind the spring is to remove the rope from the spool, wind the spool counter-clockwise 16-1/2 turns, stick the handles of a pair of ordinary pliers under the pinion to hold it engaged with the flywheel (so it doesn’t rewind), then thread the rope through the hole. Hang onto the rope and remove pliers and let it rewind. Note: too much preload will trash the spring.

            Or it could be the rope is too long. In that case just remove the rewind handle and shorten the rope and replace the handle.

              Thanks for the info I am thinking of buying the motor when I looked at the parts list a part was missing.

                  that little white choke knob on the left is also 90$…on the 9.5hp

                  Comes with a piece of stainless rod (about 8 inches) to reach the back carburator choke plate
