      Is there a special tool or a certain way to Pull this seal and reinstall a new one?

          He says he’s out of the pullers. Any other way to remove it?

            Yes, Get a Small Chisel say 4″ to 5″ long with a 1/8″ wide Flat Tip and at the outside edge of Seal start to punch it towards the Crank, working carefully not to hit the crank, moving around the Seal it will loosen by the time you are 1/2 way around seal then try to lift it out. Bingo Done it many times.
